Synopsis

More than 40% of natural hazards between the year of 2000-2019 caused by a flood. Moreover, 41% equals to 1.65 billion people around the world affected due to the flood. 9% of 104,614 fatalities caused by the flood disaster in the last ten years. 67% out of Malaysian’s population exposed to floods, which is the highest among ASEAN countries.

Floods are common in Malaysia due to the country's geographical morphology, particularly its flood plains and lowland areas, which bring an excessive amount of rain during the rainy seasons. According to a report released by Department of Irrigation and Drainage (DID) Malaysia in 2012, about 33,298 km2 of the region, or equals to 10.1% area in Malaysia are vulnerable to inundate. It affects nearly 5.67 million people and resulted in a yearly loss of more than RM 1 billion.

Disaster risk reduction is aimed at preventing new and reducing existing disaster risk and managing residual risk, all of which contribute to strengthening resilience and therefore to the achievement of sustainable development.

 

 

About the Speaker

Puan Haslinda Binti Mohamad

Puan Haslinda Binti Mohamad Hamran is currently the Senior Assistant Director in Flood Management Division, Department of Irrigation and Drainage Penang. She is graduated in Bachelor of Civil Engineering from University of Malaya and successfully completed her Master by scholarship in Disaster Risk Management (MDRM) from Malaysia-Japan International Institute of Technology (MJIIT), Universiti Teknologi Malaysia (UTM).

She is a Civil Engineer and has experience working in private consultancy and DID’s core business for almost 16 years, her first attachment was as an engineer in Department of Irrigation and Drainage (DID) Penang that covers special project division, flood management and river management division, coastal management division and was further promoted as a District Engineer in North-East District and South-East District in Penang Island for almost six (6) years.

In 2013 and 2019, she represented Malaysia to participate in JICA’s Training – Water-Related Disaster Risk Reduction and Leadership Training for Young Officer.
