Introduction
Civil Engineering Standard Method of Measurement (2nd revision) [MyCESMM2] has now been recognised by the Malaysian Government as a Malaysian Standard, MS 2701:2018. This initiative is part of the overall strategy to raise the standards of the local construction industry to be on par with the developed economies and achieves one of the KPI’s set under the Government’s Construction Industry Transformation Programme 2016-2020 (CITP).
MyCESMM2 was recognized as MS 27018:2018 by the Department of Standards of Malaysia, which is under the purview of the Ministry of International Trade and Industry. The document was launched at a ceremony on 8 January 2019 in Kota Kinabalu, Sabah by Tuan Baru Bian, the Minister of Works.
MyCESMM2 replaces the current Malaysian Standard Method for Measurement of Civil Engineering (MyCESMM) covering a wider range of civil engineering works. It is expected to contribute towards delivering cost effective civil engineering project through the adoption of best practices in the preparation of the Bill of Quantities (BQ). The implementation of MyCESMM2 would eliminate discrepancies and ambiguities in the BQ, facilitate better understanding of the nature of work to be done and thus reduce potential claims and dispute arising during the construction stage. This MyCESMM2 is the mandatory course for all those who are involved in all engineering works.
MS 2701:2018 is now a national standard that can be applied to all infrastructural projects in the country. It integrates various specifications that previously existed in the Malaysian market, while consolidating best industry practises from around the world. Importantly the recognition of MyCESMM2 as a Malaysian Standard was achieved after a long consultative and collaborative process with industry stakeholders, technical agencies as well as higher learning institutions.
The introduction of MS 2701:2018 is one of the key initiatives to create a culture of high quality and professionalism in the Malaysian construction industry, thereby raising the quality of Malaysian construction practises to international standards. This will increase the competitiveness of Malaysian construction players in the global market, which is in line with the outcomes envisioned in the CITP’s Internationalization strategic thrust.

Ir Hj Shahul Ikram bin Hj Adnan
Ir Hj Shahul Ikram bin Hj Adnan BSCE, MBA PEng MIEM holds a Bachelor of Science in Civil Engineering from University of Nebraska, USA and MBA (Construction Business) from International Islamic University, Malaysia. He runs a civil and structural engineering consultancy as a director for Railplan Consultants Sdn Bhd based in Kajang. He is also s CIDB’s certified MyCESMM2 Trainer.
Synopsis
This course consist of lecturers, workshops and presentations on important MyCESMM2 matters in the following manners:
Lectures
- Standard Method of Measurement (SMM) in relation to preparation of Bill Quantities (BQ), function of BQ, why standardised BQ is needed, SMM in construction procurement without SMM, benefits of standardizing the BQ for civil engineering works using MyCESMM.
- Introduction to CESMM (2003), MyCESMM (2011), the newly revised MyCESMM2 (2018) and the new MS 2701:2018.
- Principles of MyCESMM2; Definitions, general principle, application of the work classifications, coding & numbering of items, preparation of BQ, completion, pricing and use of BQ, and finally method-related charges.
- Introduction to selected work classes; General Items, Road & Pavings and Earthworks.
- For detail items, to cover work classifications of Piling, Concrete, Piling and Drainage works.
Workshops
- Prepare BQ description by extraction from Library of Standard BQ description for MyCESMM2
- Taking off, Abstracting and prepare BQ in-line with MyCESMM2.

- Course will also include presentation material in DVD, workshop material and quiz material for each participant. It will be a hands-on session.
