Synopsis
Traffic Impact Assessment or more commonly known as TIA is an imperative transportation planning approach used to evaluate professionally the potential impacts of new development on transportation and traffic systems on its surrounding areas. In conducting TIA, the transportation planning utilizes travel forecasting models to predict changes in travel patterns and for potential improvements in response to changes in regional development, demographics, and transportation supply. The four-stage demand model which comprises of trip generation, trip distribution, modal split, and traffic assignment is the primary tool for forecasting travel demand.
In developing countries such as Malaysia, development of new areas is unavoidable, and it is essential to the growth of the country. However, the development of new areas with construction of new buildings and infrastructures will definitely produce additional trips. These trips will eventually increase the amount of traffic on roads and may adversely affect the performance of existing junction. Therefore, in order to avoid this damaging process, it is essential to evaluate the extent of damage on the performance of the junction and consequently recommend mitigation measures where any imminent congestion situation may be avoided via proper planning and corrective measures. This can be achieved through proper execution of the traffic impact assessment and studies.
Biodata of Speaker
Associate professional Ir. Dr. Leong Lee Vien
Associate professional Ir. Dr. Leong Lee Vien graduated with a Bachelor of Engineering with Honors (Civil Engineering) from Universiti Sains Malaysia in year 1999. She then furthered her studies and graduated with a Master of Science in Highway and Transportation Engineering in year 2000. Due to her great interests in the field of Traffic Engineering, she was offered to pursue a Ph.D. degree in Traffic Engineering at the School of Civil Engineering, Universiti Sains Malaysia and graduated with a Ph.D. degree in 2004. She started working as a lecturer at the School of Civil Engineering, Universiti Sains Malaysia in 2004 and promoted to Associate Professor in 2012.
She obtained her Professional Engineer with Practicing Certificate (PEPC) from the Board of Engineers, Malaysia in 2016 and she is a corporate member of Institute of Engineer Malaysia (IEM), life member of the Road Engineering Association of Malaysia (REAM) and the Road Engineering Association of Asia & Australasia (REAAA).
She has extensive experience in conducting traffic studies, traffic impact assessments and transport masterplan studies and is actively involved in conducting research related to transport and traffic engineering. She has been invited as speakers in numerous technical workshops and seminars conducted by both government agencies such as Malaysian Highway Authority (LLM), Highway Planning Unit (HPU), Department of Works, Malaysia (JKR), Department of Town and Country Planning (JPBD) and professional organisation such as The Institution of Engineers, Malaysia (IEM).
She has also presented her research findings in countless conferences both conducted locally and internationally and has published papers in both local and international journals. Her main research interests are junctions and highway capacity studies, travel behavior studies, transport demand modeling, microsimulation and motorcyclist risky riding behavior.
