Topic 1: Towards Sustainable Transportation: Are We on the Right Track?
Ir Lean Kok Woei
Synopsis:
Good traffic reports contain a lot of useful information. Traffic studies, if carried out in macroscopic level (transport master plan) for thousands of roads and intersections, gives right direction to plan the transportation system and infrastructure in the state and even a country. Traffic studies in mesoscopic level consisting of tens to hundreds of roads and intersections will enable a sizable development project to be well integrated into the existing road network. Traffic studies in microscopic level (usually referred as Traffic Impact Assessment studies), on the other hand, are normally required for localized areas so to appropriately accommodate the presence of small-scale developments.
There are guidelines for Traffic Impact Assessment studies. The objective of this seminar is to highlight the shortcomings of the guidelines in terms of the justifications for TIA, appropriate time when TIA is carried out, the scope of works of TIA, requirement of traffic data and study methodologies. Relevant clauses in the guidelines will be discussed in detail.
In addition to that, the ways that contribute to the improvement of TIA quality will also be highlighted, starting from site reconnaissance surveys, traffic data collection, study methodologies, presentation of drawings as well as traffic simulation and engineering animation. Throughout the seminar, relevant problems and solutions will be highlighted.
Biodata of Speaker:
Ir. Lean graduated from Universiti Sains Malaysia in 1999. He is a member of Institute of Engineers Malaysia and a Professional Engineer with Board of Engineers Malaysia.
Ir. Lean is the principal of Perunding Trafik Bakti Sdn. Bhd. and Intelli Traffic Solutions Sdn. Bhd. Ir. Lean is inspired by new technologies and always contribute to uplift the standard of transportation planning in this country. He is unique in that he has deployed extensively traffic simulations for about 600 projects in the past 19 years.
Ir. Lean is a specialist engineer in Traffic Master Plan study, highway planning, public transport planning as well as pedestrian study. His traffic simulation model features region-wide areas with thousands of roads and intersections. Some of the studies that he did previously include the planning of KLIA2, ridership forecast for Penang and Melaka monorails, Traffic Master Plan studies for Seri Tanjung Pinang, The Light Waterfront, Penang World City, George Town World Heritage site as well as Jakarta International Container Terminal.
Besides, Ir Lean is also a researcher that produces video analytic programme for traffic data collection and analyses, vehicle speed detection, vehicles plate number recognition and pedestrian recognition. In addition, Ir. Lean is a leading engineering animator that enhances engineers’ ability to communicate with others without any language barriers.
Topic 2: Engineering Design of Roads in Relation to TIA Recommendations
Ir Tan Eng Hock
Synopsis:
The main intention of this short talk is to deliver the concept and considerations for road design in relation to traffic impact assessment recommendations before the planning layout is finalized and detailing of road design is being carried out. The speaker will highlight the appropriate road design in accordance with the guidelines published by Road Engineering Association of Malaysia and Arahan Teknik Jalan by Jabatan Kerja Raya which is desired in order to provide internally & externally safe roads and efficient traffic system within the vicinity of a proposed development
Other considerations relevant to the road design with regard to the recommendations of Traffic Impact Assessment in order to harmonize with the existing traffic condition in a small-scale or an overwhelming development will also be elaborated.
Biodata of Speaker:
Ir Tan Eng Hock graduated with B.Eng. in civil engineering from University of Malaya in 1993. Since graduation, he has devoted his professional career in civil and structural engineering consultancy for more than 26 years. Ir Tan founded Lumbini Consultancy in 2002, a firm providing civil and structural engineering consultancy services. His specialization includes the engineering design of high-rise buildings, industrial buildings, infrastructure and traffic impact assessment. In the road design, his scope covers detailed traffic impact assessment to detailed design of the road and traffic system.
Ir Tan has completed the microscopic external traffic study from World City, Queens Waterfront, Queensbay until Pulau Jerejak in Penang. More recently, he has completed two major traffic study viz:

Topic 3: Road Safety Audit
Ir Hew Yoon Leong
Synopsis:
Road Safety Audit (RSA) is the process of auditing the design of a road by another engineer. RSA process is required to reduce road accidents and improve road safety. This talk introduces RSA and gives an appreciation of the RSA process. Examples are provided to highlight the process.
Biodata of Speaker:
Ir Hew is a civil and structural consulting engineer with 37 years’ experience. He is the Principal of Pintar Jurutera Perunding, an engineering consultancy firm in Malaysia with works especially in Penang, Kuala Lumpur, Selangor and Sarawak. Ir Hew has vast experience in designing roads in rural and urban areas. Ir Hew has a BEng (Hons) in Civil Engineering from Monash University in 1981 and an MBA (Finance) from University of Technology Sydney in 1990. He is a corporate member of IEM and a Professional Engineer with Practicing Certificate.
Topic 4: Penang Transport Master Plan (PTMP)
Ms Darshini Raman
Synopsis:
Penang is gearing up for the state development vision of Penang 2030 as a Family Focused, Green and Smart State that Inspires the Nation. In this vision, there are four (4) main themes, and the fourth theme of investing in infrastructure and public infrastructure environment to enhance resilience is important in the development of a holistic transport network.
The Penang Transport Master Plan (PTMP) is a long-term plan which is aimed at addressing main concerns that are affecting Penang. The main concern is congestion due to inadequate infrastructure and transportation network. PTMP is seen as a transformative transportation development master plan that can address the challenges faced and can help achieve economic and social balance of the State Government, especially in addressing the problems of traffic congestion.
Biodata of Speaker:
Ms. Dharshini graduated from Infrastructure University Kuala Lumpur in 2010 with BEng (Hons) in Civil Engineering. She is currently a civil engineer at the Transport Section, State Economic Planning Division of the Penang State Secretariat Office, overseeing the implementation of the Penang Transport Master Plan (PTMP) for the Penang State Government.
Ms Dharshini was previously attached to several engineering consultancy firms, including HSS Integrated, Arup and MEI Consultants prior to joining the state transport team in 2017. She has experience in designing and construction supervision for various engineering projects such as LRT, medical rehabilitation centres, power plants, high rise residential buildings and transport hub, as well as housing development projects in Brunei.
Ms Dharshini is a member of the Institute of Engineers Malaysia and Board of Engineers Malaysia.
